Since this article's main focus is on the event driven flow, the Notification Msvc shown here, is merely an abstraction.

It is to demonstrate that in this type of async approach an additional final notification will be necessary.

Certainly, the API Gateway will not do the notification. The real notification service could either be internal or external to this application.
